      <title>Qui sont les « indésirables » ? Évolution des critères d’appartenance au projet de Francophonie intergouvernementale depuis 1966</title>

      <description>En tant qu’organisation géolinguistique fondée sur le partage de la langue française, la Francophonie a toujours eu vocation à regrouper les États francophones. Cependant, en acceptant l’adhésion d’États ne reconnaissant pas un statut officiel au français, les fondateurs du projet de Francophonie ont laissé la porte ouverte aux États désireux de s’identifier comme francophone ou partiellement francophone. En conséquence, pendant plusieurs années, la labellisation des indésirables au sein de l’Agence de coopération culturelle et technique (ACCT) puis des sommets de la Francophonie a surtout été marquée par une lutte autour de la présence du Québec, entre la défense par la France de sa représentativité linguistique et la préférence des autres États francophones pour la légitimité étatique du Canada. Après la résolution de cette querelle grâce à l’octroi d’un statut de gouvernement participant au Québec, l’institutionnalisation de la Francophonie s’est accompagnée d’une augmentation constante du nombre d’États et gouvernements membres. Lors des premiers sommets de la Francophonie à la fin de la décennie 1980, une démarche inclusive l’a emporté sur la prise en compte de critères idéologiques ou politiques liés aux divisions de la guerre froide. Mais à partir des années 1990, des critères normatifs, liés à la démocratie, aux droits de l’Homme et à la défense de l’État de droit ont commencé à s’imposer de façon empirique, du fait de la mobilisation de certains États. En conséquence, le Zaïre de Mobutu Sese Seko va se voir retirer l’organisation du sommet en 1990. Par la suite, le tournant normatif de la Francophonie va conduire à l’adoption de la déclaration de Bamako en 2000. Dans treize cas de figure, le chapitre 5.3 de la déclaration de Bamako concernant les situations de « rupture de la démocratie ou de violations massives des droits de l’Homme », a été activé afin de prononcer une suspension de la participation aux instances de la Francophonie. À chaque fois, la sanction a été prononcée à la suite d'un coup d’État militaire ou une succession non constitutionnelle. As a geolinguistic organization based on the sharing of the French language, the Francophonie has always aimed to bring together French-speaking states. However, by accepting the membership of States that do not recognize an official status for French, the founders of the Francophonie project left the door open to States wishing to identify themselves as French-speaking or partially French-speaking. Consequently, for several years, the labeling of undesirables within the The Agency of cultural and technical cooperation (ACCT for its acronym in french) and then at the Francophonie summits was, above all, marked by a struggle around the presence of Quebec, between France's defense of its linguistic representativeness and the preference of other French-speaking states for the state legitimacy of Canada. After the resolution of this dispute thanks to the granting of government participant status to Quebec, the institutionalization of the Francophonie was accompanied by a constant increase in the number of member states and governments. During the first Francophonie summits at the end of the 1980s, an inclusive approach prevailed over taking into account ideological or political criteria linked to the divisions of the Cold War. From the 1990s, the taking into account of normative criteria linked to democracy, human rights will and in defense of the rule of law, begin to impose itself empirically due to the mobilization of certain States. As a result, Mobutu Sese Seko's Zaire had to renounced about the organization of the summit in 1990. Afterwards, the normative turn of the Francophonie becoming institutionalized with the adoption of the Bamako declaration in 2000. In thirteen cases, chapter 5.3 of the Bamako declaration on cases of &quot;breakdown of democracy or massive violations of human rights&quot; was activated in order to pronounce a suspension of participation in the bodies of the Francophonie.       <title>La diplomatie française et la Francophonie : entre intérêts du pré carré africain et politique québécoise (1964-1970)</title>

      <description>Inventé par le géographe français Onésime Reclus en 1880 pour définir l'espace de diffusion de la langue française au niveau mondial, le mot francophonie refait surface en novembre 1962 à l’occasion d’un numéro spécial de la Revue Esprit consacré au « Français langue vivante ». À partir de 1964, le président du Sénégal, Léopold Sédar Senghor, propose même la création d’une organisation intergouvernementale de la Francophonie. Malgré le soutien de ses homologues africains, Senghor se heurte à l'opposition de la France. Tout en reconnaissant l'existence d'une « réalité francophone », de Gaulle refuse de remettre en cause la politique franco-africaine fondée sur le bilatéralisme au profit de l'édification d'un projet de Francophonie multilatérale. Au cours des années suivantes, la position de la France va toutefois s’infléchir et permettre la création en 1970 d’une première organisation intergouvernementale : l'Agence de Coopération culturelle et technique (ACCT) qui voit le jour à l'issue de deux conférences à Niamey en 1969 et 1970. Si cette évolution n’aurait pas eu lieu sans l’insistance de Léopold Sédar Senghor et le soutien de ses homologues de l’Organisation commune africaine et malgache (OCAM), cet article a pour objet de démontrer que c’est avant tout les enjeux liés à la relation avec le Québec qui ont conduit la diplomatie française à endosser le projet de création d'une Francophonie intergouvernementale. Dans la première partie, nous verrons que la volonté du gouvernement du Québec de fonder sa personnalité extérieure sur une union linguistique a conduit le gouvernement français à adopter une attitude plus positive face aux initiatives sur la Francophonie. Dans la deuxième partie, nous verrons que tout en s'appuyant sur l'existence d'un « lobby du Québec » et sur le Secrétariat général aux Affaires africaines et malgaches (SGAAM), le général de Gaulle a souhaité conserver la haute main sur la politique française de la Francophonie en veillant à la fois au maintien de la priorité québécoise et à la préservation des intérêts de sa politique africaine. Invented by the French geographer Onésime Reclus in 1880 to define the diffusion area of French language in the world, the word &quot;Francophonie&quot; resurface in 1962 on a special issue of the magazine Revue Esprit dedicated to the subject: “French as a living language”. From 1964 Léopold Sédar Senghor, president of Senegal, suggests to create an intergovernmental organization for the Francophonie. In spite of the support of the other African presidents, Senghor collides with French opposition to the idea. Even though Charles de Gaulle recognized the existence of a francophone reality, he refused to call into question the franco-african policy, based on the bilateralism, in aid of a project on a multilateral Francophonie. Over the next years, French’s position bended and permitted to create, in 1970, a first intergovernmental organization: The Agence de coopération culturelle et technique (ACCT, French for Agency of cultural and technical cooperation) which was the outcome of two conferences in Niamey in 1969 and 1970. Although this evolution had not been possible without the urging of Léopold Sédar Senghor and the support from it’s counterparts at the Organisation commune africaine et malgache (OCAM, French for The African and Malagasy Common Organization), this article aims to demonstrate that it was, before everything else, the questions about the Quebec, which led French diplomacy to endorse the project of the creation of an intergovernmental Francophonie. In the first part, the article shows that the willingness of Quebec’s government to create its international personality on the bases of a linguistic union, have led French administration to have a more positive attitude towards the initiatives of the Francophonie. The second part, presents how the General de Gaulle by leaning on the existence of a “Quebec’s lobby” and the Secretary General for African and Malagasy Affairs, wanted to preserve the upper hand on French politics in the Francophonie and at the same time look after the upholding of Quebec as a priority and the preservation of French interests on its African policy. </description>
